@MandyShaw1 Others have posted questions that involve the old GEDCOM process so it is apparent that the new CET features are not fully rolled out to all users and those who do not get them yet can still upload GEDCOMS.
@SarahWanger The GEDCOM process you are trying to use is being phased out which is something a lot of us are happy to see. This is because of the problems it has such as the one you are running into. Its process for finding duplicates in Family Tree is not that great and it is too easy to introduce duplicates into Family Tree that then do need to be merged.
To answer your question, no you cannot force a comparison between a person in a GEDCOM file and a person in Family Tree. If the routine cannot find a possible pre-existing person, the only option you get is to add the person to the tree. But if you know the person is already there, there is no reason to add the person.
For example, here in the small file I upload a couple of years ago:
Barbro is already in Family Tree so I did not add her.
Just leave those hundreds of people you have that you know are in Family Tree with a blue plus sign like this and you will save yourself tons of work. There is no need to get everyone in your file to have a green check mark. Once you have gone through everyone in your file, you will never have any reason to view the GEDCOM in this way again.
Now if such an individual has a lot more information in your GEDCOM than currently is in the tree you could decide to add selective people then merge if that is faster than just going to the Family Tree profile and adding the information directly to the profile.

@Gordon Collett thank you for your comment "it is too easy to introduce duplicates into Family Tree that then do need to be merged" — it answers my questions about adding living people to FS since no one will ever see the info I add when my FS account dies with me. 😎
