Why is this record restricted?

There appears to be no reason for not being able to view / attach this record to the relevant profile. Other records from this England and Wales Death Registration Index 1837-2007 collection appear to have no restrictions on viewing, so why this one?

@SerraNola - Would be grateful if you could escalate as a probable error with restriction status.

    I wouldn't be at all surprised if that index record hasn't become corrupted. I can't find it in a search from a basic FS Search / Records screen. Unless that's my incompetence!

    Edited to add: Nor can I find it using Search Records / FamilySearch from the relevant profile…

    @Paul W The record is not corrupted but I cannot explain why there is restricted access.

    I was not able to find any others in this collection that were not fully accessible. I went ahead and attached it to the person so that if and when the problem is resolved it will not be lost. Hope that was correct.

    @SerraNola

    Thank you so much for that. I assume you were able to do so with your administrator rights, or perhaps via a Church account. Hopefully, it is just a "one off" occurrence.

    I thought it strange that this might just be a one-off instance, so thought I'd post this further example that I came across just now. If you are able to attach to his profile I'd be very grateful - otherwise, just FYI.

    @Paul W I did attach this one also. Perhaps it's not a one-off. We'll need to do some digging as to why these are locked.

    Thanks again for your help.

    I've been adding a large amount of records from this collection to Family Tree profiles over the last few weeks, so it is really quite baffling that there are just these two with which I have encountered this problem. Hopefully, someone will be able to work out the underlying issue here, as I'm sure these can't be the only two!

    The screenshot suggests there are over 87 million records within the collection - apparently not updated since 2014. I just tried to find anything beyond that date and (for 2015) there appear to be only Burial, Obituary and Funeral collections in FamilySearch. The collection below has come across from Find My Past, so if it has remained "untouched" since 2014 (and the last week or so is my first experience of this problem), it would be most interesting to know the cause.

    @Paul W  It would be interesting to know if the problem is connected to Record Hints. The assignment of permissions is not a one-time event at the moment of record creation. It can change in various steps of processing and that's where we run into issues.

    I am finding many records for Wurttemberg, Germany, that were not previously restricted, that now show as restricted. Most of these restrictions don't make sense. From the above comments, it looks to me like there is a wide-spread problem with the system that needs to be looked into.

    @KarenBingham1 Of recent months there have been many new restrictions put in place across FS records. A lot of this has been caused by changes to legislation, e.g. in Peru, but there appear also to have been many recent changes to contractual requirements. Where there is no obvious reason for such new restrictions, @SerraNola has often been able to escalate them to the FS Rights Management team for checking (some do turn out to be errors, but many do not). That process does need concrete examples though, so please provide some.
