Attaching a historical record
I am unable to advance from step 1 (of 4 step) using the blue radio button NEXT, in attaching a historical record. This is not Source Linker.
I have tried it in Chrome, Firefox and Chrome Incongito. My pop up blockers are turned off. I have cleared Cache and Cookies. Here's a link for the record I am trying to attach:

@MandyShaw1 I'm aware the software on my computer are not up to date and supposedly compliant with FS requirements. I was resolved to this. If it did not work this past Wednesday (the only day everything on the site worked for me), I would not have be asking for help again. I cannot be the only one on a computer that is not up to date, and I have not found this problem with any other website. Thank you.
