Is there a way to add a pre-recorded audio file to an image file within FS Memories in a PC or android device? Thank you.

You can certainly do that in the Android Family Tree app:
Go to an image you added (either in the Memories Gallery or from the Memories tab on a person)
In the 3-dot menu, choose Add Audio
In the options that pop up, choose My Files
Navigate in your file system to the audio file you want to use.
