Create Person
When I try to look up my Brother and Sister by name it comes up Create person. I got their ID number from my older sister and enter their ID number, it says ID number not found. I know they are in the system because my half sister has them listed on her account. Any idea's why I keep getting those messages and how to get them on my family tree?

As you can learn in How does Family Tree protect the privacy of living people?, every living person profile has a unique ID for each user. You can't use (or even see) a living person's ID from another user on your tree. You can only create a new living person profile.
In How do I add living relatives to a person in Family Tree? you can learn how to add a living person. That article also details how to add a person to a Family Group Tree, which creates some complexity, but allows a family group to share profiles for living persons.
