I'm not a photo historian, but my guesses, based on photos I've seen of people I know, would be US or Germany/Europe prior to 1930 - what I can see for sure is that its likely a wood frame house and a wall possibly built from railroad ties or planks from a wharf

Given the deterioration of the image makes details in the clothing hard to see, narrowing it down precisely could be a bit tricky. Additionally the changes in men's fashions were much slower and more gradual in the 19th and early 20th centuries. That said, I would broadly hazard a guess between 1890 and 1920, leaning to the 1910s. The trousers look like they have a jodhpur or knickerbocker inspired shape, but I don't think they're tight enough across the calf to be specifically that. The cut of trousers loosened after 1910 and given the amount of fabric and lack of suspenders, that's a clue. I've seen images of a similar looking style in a catalogue from 1918. The shirt looks stiff, has the collar detached and I can only make out one button, which may suggest a starched bosom front shirt (only three buttons) Which were common in the 1900s-1910s.
Do you know Eugene's birth/death dates? That could help narrow it down more closely.
