Is it possible to tag a face in a picture that someone else has uploaded to a person's memories page?

yes - anyone can person-tag any public memories item.

Though as a courtesy it would probably be nice to communicate with the person who uploaded it.

This is one example of how an entire family group - can work together on person tagging items - no mater who actually did the upload. (or anyone for that matter).
