Why did my picture get flagged for content?

I tried to upload this picture of my wife and girls. It seems well within the guidelines. Why was it flagged?

My impression is that nobody knows why it wasn't accepted, and nobody can know, because it's all done by software, which doesn't seem to explain. You need to respond to the email address in the rejection mail, asking for a manual review because you believe that it falls within the guidelines. This happens all the time.
