How to submit a batch that has no more entries

I'm indexing a city directory batch that appears to only have the one image. The project says it can have up to 300 entries, but I've reached the end of the page and it's only like 94 entries. When I go to submit the batch it does a Quality Check that would make me go through 1000+ of the leftover spaces which would be used if there were indeed 300 entries. I don't see how to submit it without clicking through 1000+ missing items. What am I doing wrong?

    Follow these steps to delete the blank, unused entries.

    Locate and click on the trash can icon on your toolbar.

    This box will come up.

    Click on All blank entries and click Delete. You will be left with your indexed entries and will be able to submit the batch.
