Sweden - City vs Parish

For this person the system say under Quality Score/Data Completeness: "The birth place is missing a city."
But most of all data in Sweden is based on church parish up until a few years ago.
If users start to change the data to city it will mess up all record hints.
All documents scanned will show "Gärdhem, Älvsborg, SE", no documents will show "Trollhättan, Älvsborg, SE"

@Johan Kvist thank you for the suggestion. We made a change and are now treating Lutheran Parishes as specific place types.
