US, Illinois—Naturalization Records, 1921–1958 [Part C] [MQL8-FZF]
Two questions:
- For the "Record Number" do we list is as the numbers with no spaces or hyphens?
- For the "Record Date" do we list the date the "Certificate of Arrival" was issued?

Generally, a Cerificate that has a record number on is indexed as 1 2345.
Here are the two examples of a Certificate:
This one has both the record number and record date that is used. Ignore the RECEIVED date of 10/27/1939.
This example does not have a record number, so that field is marked blank. This also does not have the date style that the first one has, so you will go by the General Indexing Guideline of the latest date on a record. The FILED date is the latest date and the date is 12/15/1920.

Hey, @Ashlee C., could you look into getting an example of the ones in my post? They were stand-alone documents without the DEC behind it. And what happened to the overlay instruction?
