city directories index person in charge for business

on my city directory I came across those in charge of the county .
US—City Directories, 1823–1935 [Part D] [MQKV-JZL]
the last name is Douglas and I came across Douglas county, like Douglas county garage and who is in charge , I dont think I index their name because B D Thorp will be indexed later.
Is that correct?

Right. The county offices would be treated the same as a company and its officers would.
