US, Florida Nat records. Image 1 is recommended petitions to be denied. Image 2 is
petition denied. These are not listed in the "What to Index" section of the PI's. I think they should be marked NNED. Is this correct?

You are correct. The only time this type of record would be indexed is if it's a listed to be granted and it contains a name change.
