You can add Step or Guardianship Relationships in the current Parent-Child Relationship dialogue:
Why do you want it duplicated to Other Relationships also?
Other Relationships are types that were not already included as nearer family relationships:

Household should allow multiple people. So far it looks like even if there are 10 people who don't seem to be related living at the same address you have to add them as different households.
