How can I get a Digital Copy of this Restricted book which I cannot view online. The book’s name is Ortsfamilienbuch Mülsen St. Niclas und Mülsen St. Jacob : 1604-1795?

Have you checked worldcat.org to see what libraries near you may hold a copy? It's relatively new, so still under copyright.
