In both Marriage Licence examples, the second set of numbers begins with a zero, but the Field Help says "Do not include zeros written at the beginning of a number. For example, "023" would be typed as 23." As I recall, Field Help overrides the PI. If this is the case, shouldn't the second set be 105 and 156, as well as anything else that starts with a zero?

    @erutherford I think the rule is Project Instructions override the Field Helps because Field Helps are generally speaking and PI are specific to the project

    In my opinion, the second set of numbers is a part of the whole number. It is just separated by dashes. Therefore, the only 0 that should be skipped is the first number. 04-0105-15 should be indexed as 4-0105-15.

    in the Project Instructions examples, How to Index a Marriage License, Example 1 and 2, the number was:  04-0105-15

    They showed it being indexed as:

    1. Certificate or Record Number: 4-0105-15

    The red box around the entry specifically excludes the first zero.
