This batch has both tenant and also property owner names. Do we just index the tenant and ignore the property owner names?

Just the tenant.

In the Project Instructions, What to Remember about this Project, Bullet point 8 we read:
"Do not index information of the names of people listed in the “Remarks” or “Owner” columns. "
You are correct. We only index the taxable person not the owner.
