Passport application was re-filed in 1926?

I noticed a handwritten passport number on someone's 1923 travel record and used familysearch.org to find the number in the 1795-1925 passport applications.

Where the application SHOULD be says:

Document transfer sheet

For passport application no. 209071

Dated July 31, 1922

SEE

130 Mathews, Mary Rodney

Date of Transfer June 4, 1926


Scanning through the other applications, I see a few like this and all refer to the number "130." Does anyone know what that means?? I'm kind of assuming the passport is now filed in 1926 so I can't access it for free online, but, is there some catalog of transferred passports somewhere??

And why would a passport be transferred? Any ideas?

    Thank you :) My main goal is to identify the women in a series of passport photos in my museum's collection, so it's unfortunately not in the budget to pay for the copies. I'll cross my fingers that more years of the passport applications are released soon.
