Are the marriage date and the license-issued date the same?

Sometimes, yes; many times, no.
Some locations have a mandatory waiting period between obtaining the license and the date of the marriage.

Hi Claire Olivia.
On this project, as with many of the marriage projects, there is a drop down priority list in the field helps. The field helps are accessed by clicking on the purple question mark that appears when we click on a field. For your batch, you would index the license date since no marriage date is indicated.
Field Help:
If a marriage date was not indicated, type the date based on the following priority:
- License date
- Latest banns date
- Consent date
- Recording date
- Any date other than a birth date

No, you would Index the License date as per instructions Melissa S Himes showed. The batch you reference above clearly indicates the license date. Do NOT leave those fields blank.
