blurry image

My recent batch of city directories is blurry.....a bit of a double image.

I don't think I can index this as is. Is there some way to fix that image? I've tried all the adjustments I know of. I don't want to just send it back since someone else already worked on the batch and didn't finish.....I assume for the same reason. I'd like it to be tagged so that someone who can tighten up the image looks at it rather than just sending it back for another indexer to do.

Any suggestions?
