According to your sources, one of the census records indicated she came over in 1865, and naturalized then as well. Wartemburg was on one record, and on another, it is Württemburg. The big question, is she from the region or the city? When she came to the US, did she come alone, or did her family (parents/siblings) come with her?
There are two things I would check on. First figure out where she lived with her husband when they first arrived. Check directories for the area, go to the Catalog in FamilySearch, look up the area, and then see if there are any directories, figure out where these two went to church. Were they married civilly, or was it a church marriage? If a church marriage, it may have been in a German speaking church, which might have records. You would have to contact that church, or check the catalog for church directories. The marriage record may even provide the name of the pastor who married them, which may bring you closer to knowing where they went to church.
Her parents may be listed there, if they came over. I would also check the census records, for neighbors, (a page before and after your page) for the Kammerer and the Pfeffer surname.
Build a story around this woman as records reveal both direct and indirect evidence, that enable you tease out where she might actually be from.
As far as the Surnames are concerned. Kammerer, Camerer, Cammerer, are all ok, because they didn't come up with spelling rules for some time. Names were frequently spelled phonetically.
