The name under Otto's is Kerstin Håkansdotter. It says she is "with boatsman Engman"-ie. Sven Petersson Engman. I would presume they are living together and not married, but it could mean that she was just living in the same house-possibly as a housekeeper.
The date, 8 April 1895 (in column 8), is the date that Sven Petersson Engman became a widower. His wife is entry #18 (Kerstin Andersdotter) here: https://sok.riksarkivet.se/bildvisning/00113951_00005#?c=&m=&s=&cv=4&xywh=33%2C2043%2C1450%2C1739. The date at the far right, 20 February 1903 is Sven Petersson Engman's death date. His death and burial record is here (entry #6): https://sok.riksarkivet.se/bildvisning/00113951_00070#?c=&m=&s=&cv=69&xywh=105%2C1570%2C1450%2C1739. He is listed as a widower.

Thank you for your help. Now a FS question. Would you enter Kerstin to Sven's record as unmarried or ignore her because she is a housekeeper? I want to be as accurate as possible.

The record does not record that she is a wife, simply that she is "with" boatsman Engman, and not knowing what the relationship was, it is up to you, I would think. You could look through the household records until you find both of their deaths and see if they ever did marry. Their death records may have useful information, if you can locate those.
