Would anyone have any advice on how to start this research?
A person looking for relatives in Japan. The situation is a little complicated:
This here is a 1929 picture of her mother, taken in Tokyo.
At the centre is her mother, age 7, BOVET Misao, born in Kobe on 22 October 1922, but not registered in Kobe.
2nd person from the right is her grandmother, HANADA Takeko, who died around 1929, location of death unknown (Kobe?) .
Her grandfather is Robert Allen Bovet (Swiss national), who died on 10 June 1929 in Kobe. She was told there are no archives of foreigners in Japan before 1931.
The 3 other women are great-aunts, that she knows nothing about.
How would one approach this? I'm guessing focusing on her grandmother's koseki, but with this little information, it would seem difficult.
Maybe there are some immigration records of her grandfather entering Japan?
Advice/pointes you be greatly appreciated.

記載の写真には、当時７歳でしたお母さんの BOVET (ボヴェ) みさお さんが真ん中に立っています。
みさおさんは１９２２年１０月２２日 （大正１１年）神戸で生まれたそうですが、神戸市には登録されていません。
右からに番目の女性が お祖母さん（みさおの親）の 花田 タケコ がいます。花田さんは１９２９年/昭和４年 前後（神戸で？）亡くなりましてそうです。
お祖父さん（みさおの親）は Robert Allen Bovet （ロベール アレン ボヴェ）というスイス人で、１９２９年６月１０日 神戸で亡くなりましたのですが、在日外交人は１９３７年からしか登録されていませんので、情報が少ないです。
