1917 birth certificates are now available through the South Carolina Electronic Records Archive (SCERA). You can access them here: http://e-archives.sc.gov/archive
These records are searchable by name, date of birth (in year-month-day format; ex.: 1915-01-01), mother's maiden name, and certificate number. The 1917 birth certificates also contain a spreadsheet index arranged alphabetically by the child's surname. The index also includes the certificate number, county of birth, mother's maiden name, and digital file name. The index is available here: http://e-archives.sc.gov/file
Birth certificates for 1915-1917 are available on SCERA. Copies of birth certificates for 1918 to present can be obtained by contacting the Vital Records section of the Department of Health and Environmental Control.
