I don't understand - that's the scan of Luigi's birth record that you posted. In any case, the film you are referencing ("Allegati (nati, matrimoni, morti) 1881-1889, 1894, 1897") is already scanned and online, just restricted to viewing at a Family History Center or FamilySearch Affiliate Library. But you're not likely to find any additional information on this birth in the allegati; is appears to be a normal birth at home. Baptism records are not part of post-1865 civil records unless it relates to a marriage allegati where the spouse has only a church baptism record and no civil birth record (or there is a birth record for a baptism of a child born outside Italy).
To obtain a baptism record for Luigi you would need to contact the church in Ottone where he was baptized. FamilySearch does have some records for one of the churches there (San Marziano) but I did not see this name in the 1884 baptisms.
You can search at the Diocese of Piacenza-Bobbio website:
- BARCHI CUORE DI MARIA DI MONTE ALFEO - Ottone
- BOGLI S.MARZIANO - Ottone
- CAMPI S.LORENZO - OTTONE (PC) - Ottone
- FABBRICA S.MARTINO V. - Ottone
- GRAMIZZOLA S.MARTINO V. - Ottone
- OREZZOLI S.PIETRO AP. - Ottone
- OTTONE S.MARZIANO - Ottone
- OTTONE SOPRANO S.COLOMBANO - Ottone
- TRASCHIO S.GIOVANNI BATT. - Ottone

Vinny, Grazie mille. Three things: 1. I'm not familiar with the Civil Records, and was looking for the Baptism date to complete the genealogy for my GF, so I thought is was cut off from the scan. 2. I can't read the birth date well and it is not the same as what is recorded in USA. And 3. I want to find out how to gain access to the Granite Mountain Record Vault through an affiliate to see the scan more clearly. I can't figure this out. Can you point me to instructions?

The date of the birth is 13 July 1884 (it was recorded on 16 July). If it differs from what was recorded in the US on other documents it's not surprising; many immigrants weren't literate and had no idea of their true birth date because it wasn't a necessary thing to know and the US didn't require ID or entry documentation until sometime in the 1920s. Once DOB became a key ID factor many immigrants who didn't know their DOB for sure would make up one that was reasonable and usually stuck with it.
As far as seeing the scan more clearly, all you need to do is go to a Family History Center or FamilySearch Affiliate Library; you can find them on this map.

The film has already been digitized and scanned so what you can see on FamilySearch (at a FHC or FS Affiliate Library) is the only way to view it; the original film stored in the vault outside Salt Lake City and the facility is not open to the public.
