I would say that if the picture is not associated with the person, then I suggest tagging it. If you add a photo to a person in FamilySearch, it should associate the picture with that person. If you add a photo to your gallery and it is not associated with a person, you will see this in the upper right side of the screen when you view the photo:Then you could tag it as the appropriate person in the family tree. I hope that helps!
