I want to research information of my late grandfather. I don't live in Japan or have citizenship so
My point of trying to research is that he was Tamura. And Tamura is old surname, unlike mine. There is a possibility of a relation to Tamura Muneyoshi, but I would like to know if there is such a thing or not. I do not even know how probable that is? could someone elaborate? According to few sites I saw online most of Tamura would be related to Muneyoshi, but I don't know if it is true or not. I have some more information too, but it's not much. I know where my grandmother lived and her name. But I do not know does it help, since I am not sure if he lived in the same address.
Either way, where should I start or what should I do. Or is it lost case anyway no matter what?
I can't write japanese well enough to mail the City Hall to ask for koseki and I don't know if genealogy is good enough reason to get it anyway if I did get help to write it.

Also not related to the topic, but I apparently messed up while writing username, so it looks weird. Sorry about that.
