What constitutes abuse on Family Tree?
There is an individual that consistently enters information incorrectly on Family Tree (includes first name, maiden name and married name for a woman and includes occupation as part of an individual's name). Additionally, this person seemingly creates duplicates intentionally so that he can possibly be creating his own tree. Previously have sent an email to this person, however the problem continues. Should I report this as abuse?

Yes, if the person is creating them intentionally, I would definitely report them.

I too have had relatives who have done the same thing with my Grandmother and trying to push their agenda on Family Tree their agenda was to "How they want" instead of Accurate information. I simply had the Family History Supervisor send them a warning email to advise them.....

Most of the time the kinds of actions described will just get you a message back that you need to corroborate with the other person. In the Help Center is an article on this topic especially read the message under "Note":
Using the report abuse feature
Information
Overview
FamilySearch provides a Report Abuse feature in two places:
- Person page, under Tools
- Memories, when you open a memory item in the viewer in the upper riight corner
Abuse is an improper use or misuse of FamilySearch as defined in FamilySearch Rights and Use Information found at the bottom of most FamilySearch pages.
Note: Please do not use this feature to report inaccurate information about individuals or families in the system, such as incorrect names, dates, places, and relationships. You can correct errors by working with other contributors, and use the Discussions feature.
The Report Abuse feature can be used in these instances to report:
- Offensive or abusive language or content.
- Information that can harm or embarrass living relatives.
- Links to external Web pages with inappropriate content.
- Solicitations for business or research services.
- Merging or changing records in Family Tree incorrectly, when a lack of evidence and proper logic is repeatedly and maliciously manifested.
When you click Report Abuse, a case is automatically created and goes to FamilySearch Support to handle. You can see and track the case when you click My Cases under Get Help.
