I just had a look through "Search" in the "Catalogue" of "FamilySearch" for FHL Film number 4689899; and, 'Yes' the "Catalogue" is not "... clear if these are voting records that were cancelled because of failure to pay taxes or something else ...".
.
And, that Film is a "Restricted" Film, that can only be viewed at a "Family History Centre" of the Church (of curse, when they are 'Open' again, after the "COVID-19" Pandemic).

Sorry for the inconvenience which Coron V. has caused, shutting down our FHCs and the Family History Library, and societies in general. Continue to pray that it's 'edge' and affect will be taken away and that we might return to some semblance of normalcy, sooner than later.😷 😐 😀
May I suggest trying the following which was recently reported to me as a successful way for some users to gain accessibility to records available through our FHC system during this crisis:
Visit your nearest local Family History Center (FHC) in your vehicle--taking your laptop with you, and park in the parking lot as close as possible, next to the FHC and while sitting in your vehicle, try opening the online FamilySearch Catalog at https://www.familysearch.org/catalog and search for these "Ireland, Antrim, canceled sheets valuation book, 1863-1869" or DGS collection no. 4689899. Some FHCs still have their Wifi turned "on" and other do not.
IF Wifi is not turned "on", perhaps you can request that your FHC's Wifi be turned on.
Just another way to practice 'social distancing'!

Hi Pam,
The term "canceled sheets valuation book" is not how I would describe these records because it is unclear and inconsistent with what PRONI (Public Record Office of Northern Ireland) calls them. The are actually Valuation Revision Books (VAL 12B). These are not voting records at all. Very few people could vote in Ireland at this time. They are a tax record and a continuation of the Primary Griffith's Valuation that was assessed in the early 1860's in northern Ireland (Ireland still being one country). After the primary valuation, as people moved, as they appealed their tax assessment and changes were made, the primary valuation books were updated. These are great records as they continue to show who was living at a particular residence or on a particular piece of land. Revisions are made in color and the years are written in the far right margins. I compared the film with the digitized collection at PRONI and found the same collection for Henry Street, townland of Ballykeel, in the parish of Ballyclug and town of Ballymena at PRONI has reference number VAL/12/B/3/4A (1863 - 1869). They are also viewable their for free. Both have different search abilities so you could try either.
