I don't understand why things are crossed out on the document.

This is a death record, in which words are crossed out because they do not apply in the current context. Here's the translation -

    No. 690

    Berlin, 9 March 1909

Before the undersigned Civil Registrar appeared today, personally known, The Friedrich Wilhelm Hospital, residing in, and declared that Karoline Wilhelmine Schultz nee Heidemann, widowed Schlosser, 74 years old, evangelical religion, residing in Berlin, Fröbelstraße 17, born in Treuenbrietzen, Kreis [county] Zauch-Belzig, daughter of the locksmith Wilhelm Heidemann and his wife Wilhelmina nee Zerning, both deceased, last residing in the same place, died in Berlin in the Friedrich-Wilhelm Hospital on 8 March 1909, in the afternoon at one o'clock.

Read, approved, and 16 printed words crossed out
