Flensburg was a German-speaking community in the Duchy of Schleswig, then under Danish rule. Note that the census is in German.
The birth place of the father Eppers is given as Eckernförde, which was also in Schleswig, that of the mother as Bornhöved in the southern part of now Schleswig-Holstein.
The occupation is hard to read because of bad image quality, but it looks like a military rank/affiliation: Comm___sergeant beim 21 Hus Batt Haus__

This census from the city of Aalborg is in Danish. I read the occupation as Stabssergent (staff sergeant) with some abbreviations following which I can't interpret.
