For the 1841 census in England and Wales, a birth year will never meet the source consistency check. This applies whether a simple year is given as the birth date or one expressed as "before" [baptism date] or as "about" or "circa", for anyone over 15 years of age, given rounding down to the nearest 5 years (when applied by the enumerator which is not always the case).
More generally for census dates in England and Wales in 1851-1911 (each decade) birth year dates calculated from the age may be one (or sometimes two) years out. These do not have months (1921 does).
Although the quality check can be dismissed, it's going to require constant editing unless a one-year leeway is applied.
For the 1939 Register in England and Wales it is worth noting that the birth day and month may be correct while the birth year may sometimes be one year out, as a result of a 'counting back' error. Here again, the consistency check may show a source consistency error (which is fair enough, if it can be dismissed).
