Transcription/translation please

This request may not fall within the guidelines of the group, so please ignore if so. I just received this record from a cousin, and while it isn't strictly a document pertaining to a specific person in my ascendancy, it does provide my family some additional historical background of the origins of our surname. I have only the attached image, I do not have a source citation to provide. I appreciate any and all guidance, thank you very much!

    This old font/script is quite hard to read. I can only partially decipher it.

    The heading:

    No daz sind die Edel Lute die Bei ___ von meine ___ habent und davon(?) dienen sullen

    __ these are the noble people who _ from me ___ have and should serve ___

    Then apparently follows a list of people/names with locations. The 8th line from the bottom starts:

    der pauernfeint em kempnat em b___ zu Papenberg

    "pauernfeint" is probably an old spelling of Bauernfeind. The word starting with "b__" appears in other entries as well, but I can't read it. Papenberg seems to be a location.

    Thank you very much for your efforts Ulrich! My cousin believes this document is the earliest record showing the Bauernfeind name associated with an earlier family name of Kemnater. The document was apparently created by the Count who owned the fortifications at Sulzbach and Rosenberg. This is in the city of Amberg today. A listing of guardians and administrators of his castles/fortifications. Seems my ancestors were important somehow. I appreciate you helping me with this.

    OK - so what I read as Papenberg is probably Rosenberg,
