Translation Help Please

I found a birth record about my grandfather. It was posted by another Family Search member. It says it is in Russian. I can't tell if it really pertains to my grandfather or not since I can't read Russian. My grandfather was born in E. Prussia, probably in the area that is now Ukraine. He was born in Oct. 1883. His name was Otto Felberg.

I took a screenshot of the record, but not sure if I should attach it here. Also, it is not as clear as the record shown on family search.
