Reduce Quality Score for cases of Scatter Gun Attachment

There are many instances where contributors have attached a person to multiple records in the same census year. Although it is not impossible for a person to appear twice in a census record, this scatter gun approach is fundamentally detrimental and has created chaos when users follow a misleading hint and finish up merging two or more unconnected families.
Can the algorithm take account of these cases where a person is attached to more than one record in a single census collection and downgrade the quality score to make it more apparent to the contributors who are following that tree that a better standard of work is needed
