Here's the translation -

13 July [1813] Fridrich Wagner, second son of Jacob Wagner and Catharina his marital consort, born in Niederhausen in the Pfalz, [was married to] Elisabetha Magdalena Schvind, daughter of Peter Schwind resident of Cserwenka and his wife Maria Elisabetha, in front of witnesses Jacob Stier and Georg [Lapp?]

Note - there are two places called Niederhausen in the Pfalz, according to Meyers Gaz -

tha Magdalena Schvindin, Peter Schwind Ein-

wohners zu Cserwenka und dessen Ehefrau

Maria Elisabetha Tochter vor den Zeugen

Jacob Stier und Georg [Lapp?]

Note that the cleric spelled the surname Schvind with a v for the daughter and Schwind with a w for the father. The witness's surname is probably Lapp but possibly Lasp - hard to tell from the handwriting.
