In summary:
That document is the granting of a request to reduce the amount of time for the publication of marriage banns because Stefani Marcello was called to the army.
The request was granted and the time required for the publication of banns was reduced to 1 day.
Genealogical details:
Stefani Marcello, son of Marcello and Maria Toso, born in S. Pietro near Graz (Germany) on June 1, 1917
Milocco, Livia Giuseppina, daughter of Valerio and Luigia Cotich, born in Trieste on January 28, 1924
Why was it important?
Canonical law stated the marriage banns, announcing an upcoming marriage, must be read from the pulpit on three consecutive holy days (Sunday mass or feast days) and, also posted on the door of the parish.
I believe civil law required a minimum of 11 days.

That is so interesting! Thank you for sharing. So it allowed them to get married sooner, due to the nature of their upcoming Military service. I appreciate this.
