One specific question—I think the record date is 16 December 1827; is the date of birth the same?

Here's the best I can do with the translation - the handwriting is a bit difficult.
In the year 1827, on the 16th of the month of December, in the afternoon at 4 o'clock, appeared before us the mayor, official of the [civil status?] of the town of Heuschlingen, Kanton of [Arlon?], in the Grand Duchy of Luxemburg, Nicolas Kauffmann from [Stockim?], 39 years old, [can't read] his occupation, residing in this town, who presented a male child to us borne by his wife Madelena [Mois?] on the 14th of the same month at 12 o'clock in the morning [this probably means noon], in their residence, and declared that he wanted to give him the names [Gaen?] and Kaufman.
Which declaration and presentation took place in the presence of [Harÿ?] Allÿ from [Freÿlingen?], farmer, 59 years old, and Jean Thoma from here, 27 years old, also a farmer, who live in this town, and have all signed this birth record with me, after it was read to them.
