Translation - German record in Latin - is Welsch a surname or does it indicate Wales?
I have this family in Fliessem, Bitburg, with some of the records having "Welsch" INDEXED as part of the surname.

Could someone translate this birth record for Mathias Funck MX5P-QW6, 13 Mar 1781 (Fliessem film #8108658, image 109). It has several references to the "Welsch". It is the last record on the left column.
I first came upon this question with his father-in-law Michael Hartert MMWW-WCX.
Michael has Welsch added to his surname in the indexing of his daughter Regina's marriage record and in his death record. (Fliessem film #8108658, image 141 & 158)
But look at this Pedigree - Fliessem film 8105176, image 18 - it indicates Michael's grandfather was Valentinus Welsch

What do you think Michel Hartert's wife Anna's surname is? Looks like Tota or Toter to me? But I looked at the death record indicated for her on 13 Oct 1781 and it says her name is Anna Welsch (Fliessem film #8108658, image 157)

I see "vulgo" or "modo" before Welsch in the first clip, usually translated as "called". These words indicate that Welsch is a so-called "Hofname" or farm name, see https://www.familysearch.org/en/wiki/Germany_Naming_Customs
Translation of the first record:
On 13 March 1781 around ? o'clock in the afternoon was born and the following day around 9 a.m. was baptized Mathias, legitimate son of Nicolaus Funck called Welsch and his wife Maria, Baptismal sponsors were Mathias Funck called Grein from Nattenheim and Anna Barg called Welsch, all of whom declared to be unable to write and have marked this act with their sign at Flissem on the day, month, and year as above.
Following are the handsigns (crosses) of the father and the sponsors as well as the signature of the pastor.
