It's not a link. DGS = Image Group Number. IMG = image number.

(I admit that I "cheated": I used the film number to search the catalog and used the camera icon there, then plugged in the image number to get to https://www.familysearch.org/ark:/61903/3:1:3QHV-V3XH-MP65?i=208&cat=681466. Yes, that's a very different URL, but it points at the same image.)
Unfortunately, the Latin has a bunch of abbreviations that I cannot figure out, to the point that I haven't even come up with a vague ballpark of what it's talking about.
