Tagging in Memories doesn't allow for all members of the family tree

I've added a memory, a large family photo, and I'm trying to tag all family members. Only one person in the photo is deceased, the rest are living. I'm able to tag most of the living family members. I'm able to tag some of my nieces and nephews, but not all. I have already added them in our family tree, but they're not showing up when I type in their name in the tagging part. It only had the option to "add new" when I typed in their names.

Yes, tagging from a memory is not yet working. Our product team is working on that. For now the easiest way to tag someone in a Family Group Tree is to go to that person in the tree and click on the Memories Tab and +Add Memories.
