Error when tagging Memories

When I tag memories and select a person as "Public Person" and also Family Group person, sometimes I get an error indicating the tagging was unsuccessful.

Am I correct that we should add a tag to link a memory to both the Public Person as well as the same person in Family Groups?

This is up to you. Tagging to all instances of the living individual would keep them all synchronized, but if you don't want to bother keeping up your private persons (noted here as Public Person) you don't have to. There is no requirement to do so.

Anne, If you don't synch all the photo tags now, and the other data… well, that makes me wonder what happens when somone in a FGTree passes away. Can the FGTree version then be merged with the FSTree version of the person? (if yes, then I'm sure that multiple FGTree versions can be merged into the FSTree version of the person, right?)

The profiles can be merged after someone's decease, because their own profile in FamilySearch Tree can be marked deceased which then moves that profile in the deceased portion of FamilySearch Tree. Family Group members can also mark the Family Group Tree profile as deceased, which moves that profile into the deceased portion of FamilySearch Tree. With both profiles in the same tree (FamilySearch Tree) they can now be merged. However any memories marked as private by the user will not show up.
