What is "Almisselemmer uden jord"

I see the term "Almisselemmer uden jord" for a husband in the Fron, Oppland 1801 census. I understand he has no land. I assume he is receiving financial aid but the "lemmer" part I don't understand.

Fattiglem, almisselem = nyder understøttelse af sognet (receive support from the parish)

fattig = poor - fattig-lem = pauper

almisse = alms, welfare - almisse-lem = person who receive alms

lemmer = group of persons

And "uden jord" means "without land/property".
