French Guiana birth certificate
My great-grandfather was born in 1914 in Cayenne. I do not live in mainland France or French Guyana and would like to get a certified copy of his birth certificate (Acte de Naissance). I have all of his information (date of birth, first and last names, names of parents, etc.).
I was told the only way is to go to the Cayenne city hall or mail them a request, but Cayenne is very difficult to reach and mailing is not guaranteed. From what I understand, it seems like anyone can obtain 100+ year bith certificates, so I was wondering whether I can find someone to get a "copie intégrale" of "acte de naissance."

I think that you will want to write to the city hall. I do not see online any groups that offer to go and get the copy you need.
