Hello,
There was no Soviet Union until 1922 so the census was rather all-Russian.
I believe the address says Большая Мельницкая улица which is something like Main Miller street, implying there also could have a different smaller Miller street. House number is 8.
If the name and house numbers kept on since then (not sure about the extent of damage to the town in WW1 and WW2 or renaming very much possible in Soviet times) then Dzintaru iela (interestingly there are two in Kuldiga) maybe still be it. In google maps https://maps.app.goo.gl/UrCMAeXezAnmwMcF7 the house 8 is right across the street from one of the buildings for the local museum.
The castle mill is or was located here https://www.google.com/maps/place/56%C2%B058'11.0%22N+21%C2%B058'32.0%22E/@56.9694852,21.9732951,17.75z/data=!4m4!3m3!8m2!3d56.9697222!4d21.9755556?entry=ttu which is not exactly next to Dzintaru.
I can't find any city plan for Kuldiga from those times except the castle river bank fortification plan in 1840s here https://www.prlib.ru/item/357590 but it only has one street there - Schloss, i.e. Castle street.
I've called the local museum asking where the street and house could be and they suggested to email one of their departments with the question which I've done. I'll let you know if they come back to me on this.

museum got back to me with response that leaves a bit of a room for interpretation since they had to use google translate to reply, but generally they seem to agree that current day Dzirnavu street is what was the Большая Мельничная and house 8 is at https://maps.app.goo.gl/UrCMAeXezAnmwMcF7 while it's not quite clear from their answer whether it is there since 1897.
Please note I messed up the street name in my reply, it's Dzirnavu (Mill) and not Dzintaru (Amber) but the location I gave initially is the right one on Dzirnavu.
They also explained why the Mill street is so far from the castle mill, according to them there were several mills in town and one on Dzirnavu was somewhere further to the south here: https://maps.app.goo.gl/1PRR1EPXFgb8jehN8
