A record that recent is unlikely to be online. Every country/state/municipality can make different regulations about public availability of recent vital records. A general rule of thumb is 100 years for births. Some places use the 100-year rule for all vitals. Marriages often are restricted for at least 75 years, while deaths are sometimes restricted for 50 or more years.
Ancestry has some Chihuahua civil marriages as recent as 1967, but Hidalgo del Parral stops at 1951.

It is estimated that less than 10% of the genealogically interesting documents are online, FYI.

I have some information for anyone in the same boat. I actually called the Civil Registry and they were able to locate my parent's marriage registry. I called the city of Hidalgo Del Parral. I called very early and they actually answered the phone. They were very helpful.
