Question: where else to look

The problem is the atrocious handwriting. It's in German. I've had lots of people (both fluent in Czech and German) look at it. But they can't figure it out.
Here in the US records are kept on a local, state and national level.
Where else can I look for this record? Maybe there is a better version of this record.
