You maybe could try censuses. She should be on the 1861 and 1871 under her maiden name. Also the General Registry Office has a record of the registration of a Johanna Higgins.

To find a record on FamilySearch

On the FamilySearch home page click on 'Search' (just to the right of the FamilySearch Logo) and in the new page add your details. I put in Cardiff, United Kingdom for place as I was unable to find anyone under her name using Glamorgan. Click search and a list will appear, there is only one Johanna Higgins and to the right you can view the details. You can then click to view the record and attach to your family tree is this is the correct record.

You can then search later censuses under her married name to find out about when she married.

Cotter is the maiden name the mother of a Johanna Higgins born 1856 in Cardiff. I don't know if she is the one you need. The registration of that birth is found at the General Register Office. You can join to search for births and deaths for free here: -
