So Barbara Zbinden was the mother of the illegitimate child. Then is Joseph Zbinden and Barbara Rumpf the grandparents or adoptive parents?

Joseph Zbinden and Barbara Rumpf were Barbara's parents - and consequently Anna's grandparents.

Here is the record of Anna Zbinden's baptism in Guggisberg. Is the father of the child mentioned? Looks like Joseph Zbinden and ANNA Rumpf are the grandparents of the child. There must have been a mistake in the Wahlern baptism record as it shows Joseph Zbinden and BARBARA Rumpf are the grandparents of the child. I believe Barbara Zbinden is the daughter of Joseph Zbinden and Anna Rumpf, and the mother of the child.

No - no father mentioned either (which should have been reported to Wahlern).
For the grandmother: Anna Rumpf seems (for me) to be the more likely name - and when the person in Wahlern copied the info to his book, he mixed up the mother's and grandmother's names. Do you have the wedding entry of Joseph Zbinden and Anna or Barbara Rumpf - or additional children?

Joseph Zbinden and Anna Rumpf were married 9 May 1817. They had 11 children, the youngest was my great-grandmother, Maria.

Good - the entry can be read on https://www.query.sta.be.ch/Dateien/19/D97205.pdf#page=105 and confirms my assumption that Anna is the bride's correct given name.
