So first, the date that is circled is actually Feb 1838 from the 1900 census. but what does this + mean? Having the plus before the date and the minus between the year and the month makes this look like a +/- 2 years from the 1838. And what does the plus mean anyway? Not all of the dates have a plus next to them.
Also the second circle: I've noticed on several records that when it states a name, the name is not capitalized, I see this with both the Given names and Surnames.
